PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to work in an engine room in a safe manner. They are able to monitor tank levels and ensure the stability of the vessel.

People credited with this unit standard are able to:
  • Describe and report vessel operational hazards to personnel, and to the environment.
  • Use safe working practices for general engine room operation on commercial and fishing vessel
  • Monitor tank levels for stability purposes 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication at NQF Level 2 and Mathematics Literacy at NQF Level 2.
  • Competence equivalent to "pre-sea safety standard" (SAMSA regulations). 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:

    Safe working practices and hazard control strategies must be applied at all times including: by day or night in both normal and emergency situations, under any permissible conditions of weather and loading, while underway, during berthing and unberthing operations, while anchoring or mooring, when slipped or in dry-dock, when bunkering, during cargo operations.

    Specific range statements are provided in the body of the unit standard where they apply to particular specific outcomes or assessment criteria. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Describe and report vessel operational hazards to personnel. 
    OUTCOME RANGE 
    Workplace hazards may include, but are not limited to: moving heavy loads in an unsafe work environment, unsecure machinery, components or repair equipment, slippery deck, welding equipment, sharp tools and implements, power tools, moving and rotating machinery, flammable liquids, vapours and fuel, faulty machinery equipment handling equipment and lifting gear, using equipment beyond safe working limits, poor housekeeping procedures, non-compliance with safe working procedures, electrical wiring and systems, hot pipes and valves (steam, fuel oil, lubricating oil), cold pipes and valves (refrigeration and liquefied gas cargoes), working at heights, exposed electrical circuits, toxic gases and substances, chemicals and other harmful substances, damaged cargo and containers. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Personal injury hazard types are described and reported in accordance with the vessel's Safe Ship Management Policy and vessel's operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Hazard types include, but are not limited to - slip, trip, being pinned, head clearance heights, cargo, ladders, being aloft, personal clothing, hair.
     

    ASSESSMENT CRITERION 2 
    Hazards to vessel operation, and to the safety of the crew are recorded in the vessel log or reported to the Skipper, in accordance with vessel's Safe Ship Management Policy and Procedures. 

    ASSESSMENT CRITERION 3 
    The actions of self and others are monitored, altered where necessary, and/or reported to the Skipper, to maintain personal safety in accordance with vessel's Safe Ship Management Policy and Procedures. 

    ASSESSMENT CRITERION 4 
    Assistance required for securing crew and/or vessel equipment, prior to commencement of the letting go operation, is described and reported to the Skipper in accordance with vessel's Safe Ship Management Policy and Procedures. 
    ASSESSMENT CRITERION RANGE 
    Crew - inside vessel railings;
    Equipment includes, but is not limited to- gangways, ramps, derricks, cranes, lines, ancillary deck equipment.
     

    ASSESSMENT CRITERION 5 
    Occupational health and safety issues are raised with designated personnel in accordance with workplace procedures and relevant occupational health and safety legislation. 

    ASSESSMENT CRITERION 6 
    The crew tally process, and its purpose, is described in accordance with vessel's Safe Ship Management Policy and Procedures. 

    SPECIFIC OUTCOME 2 
    Use safe working practices for general engine room operation on a commercial vessel. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Safety regulations and established vessel's safety and hazard control practices and procedures are obtained, interpreted and applied to day-to-day work activities. 

    ASSESSMENT CRITERION 2 
    Workplace procedures for dealing with shipboard accidents, fire and emergencies are identified and applied in accordance with vessel procedures. 

    ASSESSMENT CRITERION 3 
    Working practices in hazardous areas and situations comply with the vessel's Safe Ship Management Plan. 
    ASSESSMENT CRITERION RANGE 
    Hazardous areas include, but are not limited to: confined or enclosed spaces, exposed conditions and controlled or open environment.
     

    ASSESSMENT CRITERION 4 
    Responses to supervisor commands are appropriate and timely in accordance with the vessel's safe working procedures. 

    ASSESSMENT CRITERION 5 
    Protective clothing and associated safety equipment are worn according to established shipboard safety practices and the vessel's safe working procedures. 

    ASSESSMENT CRITERION 6 
    Work activities are carried out in accordance with the vessel's safe working procedures. 

    ASSESSMENT CRITERION 7 
    Appropriate assistance is provided in the event of a shipboard emergency to secure the vessel and its machinery and equipment and to maintain the safety of the vessel and persons involved. 

    ASSESSMENT CRITERION 8 
    Established emergency and contingency plans are followed in the event of a shipboard emergency. 

    SPECIFIC OUTCOME 3 
    Monitor tank levels for stability purposes. 
    OUTCOME RANGE 
    Equipment includes: sounding rod or tape, record books or board, sounding cap key. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The layout positioning of ballast, fresh water, void spaces and fuel tanks is identified and described, as per the operating procedures. 

    ASSESSMENT CRITERION 2 
    The impact of tank levels on vessel stability is described with examples. 

    ASSESSMENT CRITERION 3 
    Soundings of tanks are taken and recorded accurately as per standing instructions. 

    ASSESSMENT CRITERION 4 
    Sounding pipe caps are replaced and secured after the sounding, in accordance with vessel operating procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant ETQA.

    Moderation Option:

    The moderation requirements of the relevant ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate's performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Notes to assessors:

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:
    (i) Basic First Aid.
    (ii) Fire Fighting
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
