PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

The programme aims at enabling learners to integrate different foundational management disciplines, to have a holistic view on competencies required of an entry level/ first-line manager level and building benchmark competencies to progress to middle management levels within the private and or public sector. Successful learners will demonstrate knowledge, skills and applied competence in the field of study that provides opportunities for continued personal growth through lifelong learning, gainful economic activity and rewarding contributions to society. The qualification is aimed at newly appointed and experienced junior managers with a commensurate area of responsibility including oversight of a team, responsibility to manage and deliver on a budget and ensure that projects or work schedules ascribe to required levels of time adherence, efficiency and quality. The individual must understand the balance between technical competence and achieving results through a team. Additional acquired competencies will include project management, delegation, business acumen, systems thinking, effective communication and management coordination skills.

Rationale:

One of the important challenges South Africa faces as a developmental state is to establish a new cadre of public service leaders and managers, who are able to improve service delivery and ultimately build a better life for all. The Integrated Management Development Programme (IMDP) is a strategic intervention by the Public Administration Leadership and Management Academy (PALAMA) in collaboration with universities to support managers and leaders to develop the skills and knowledge that they require to meet the challenges of service delivery improvement, poverty alleviation and building the developmental state.

The first programme in the IMDP is the Foundation Management Development Programme (FMDP) for first line supervisors, followed by the Emerging Management Development Programme (EMDP) for junior managers, the Advanced Management Development Programme (AMDP) for middle managers, and the Presidential Strategic Leadership Development Programme (PSLDP), designed for senior and executive managers.

    The Government School of the United Kingdom offers a similar programme in collaboration with several universities for senior civil servants. The Foundation Degree in Government is the premier Foundation degree for the Civil Service. The University of Chester's Foundational Degree modules includes Understanding Government, Customers, Citizens and Stakeholders, Project Management, People Management, Financial Management, Leadership, and Analysis and Use of Evidence. In addition, a Professional Development Unit encourages students to reflect on their skills, turning academic learning into relevant work-based skills.
    The Civil Service College of Singapore offers a similar management development programme ranging from:

  • ARTICULATION OPTIONS 
    This qualification allows for both horizontal and vertical articulation:

    Vertical
  • It gives access to undergraduate study at Bachelor Level.

    Horizontal
  • It gives access to additional certificates at an equivalent NQF Level to further understand development in the functional areas of management. 

  • MODERATION OPTIONS 
    A system of external peer review and evaluation of departments including evaluation of the standards and assessment practices per Department.
  • Qualifications:
    > The minimum academic and workplace experience requirements at a level above the level of moderation.
  • Appropriate professional criteria will be drafted in the case of workplace assessment.
  • Mentorship:
    > All junior and new members of staff are mentored by senior members as they work together in teams. All assessment done by external assessors is quality controlled by internal staff.
  • Any moderation criteria as determined by the ETQA. 

  • CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    Qualifications required:
  • Minimum Masters Degree in the relevant functional area of knowledge.

    Career experience required:
  • Ten years appropriate industry or academic experience and a recognised industry expert in the functional field of study.
