PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

The programme aims at enabling learners to integrate different foundational management disciplines, to have a holistic view on competencies required of an entry level/first-line manager level and building benchmark competencies to progress to middle management levels within the private and or public sector. Successful learners will demonstrate knowledge, skills and applied competence in the field of study that provides opportunities for continued personal growth through lifelong learning, gainful economic activity and rewarding contributions to society.

The course develops the skills of middle-level managers to enhance their effectiveness and efficiency within a changing and competitive business environment. Through this course, managers acquire the management competencies to deal with contemporary South African challenges. The course focuses on functional and cross-functional business processes.

Rationale:

One of the important challenges South Africa faces as a developmental state is to establish a new cadre of public service leaders and managers, who are able to improve service delivery and ultimately build a better life for all. The Integrated Management Development Programme (IMDP) is a strategic intervention by the Public Administration Leadership and Management Academy (PALAMA) in collaboration with universities to support managers and leaders to develop the skills and knowledge that they require to meet the challenges of service delivery improvement, poverty alleviation and building the developmental state. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
Qualification is aimed at middle managers with a commensurate area of responsibility including managing a department of a business or an area of work that delivers on the operationalisation of the strategy of an organisation. The learner must have responsibilities including management of a budget and resource allocation by means of a team of staff from different functional backgrounds. Learners must be responsible for delivery on key performance dimensions with accountabilities to achieve business goals with emphasis on building, motivating and directing teams to goal attainment.

A National Senior Certificate with the levels of achievement as defined in the legislative requirements presented by the relevant ETQA. In addition, delegates will have approximately seven years of work experience, four of which at a management level with independence in managing a unit, budget and unit objectives.

Recognition of Prior Learning:

The qualification recognises formal and non-formal prior learning (incorporating experiential learning) and learners must complete a portfolio of assessments as governed by the Universities RPL policy.

Access to the qualification:

This qualification can be accessed by managers in the public sector.

  • ARTICULATION OPTIONS 
    This qualification allows for both horizontal and vertical articulation.

    Vertical:
  • It gives access to undergraduate study at Bachelor level.

    Horizontal:
  • It gives access to additional certificates at an equivalent NQF Level to further understand development in the functional areas of management. 

  • MODERATION OPTIONS 
  • A system of external peer review and evaluation of departments including evaluation of the standards and assessment practices per Department.
  • Qualifications: The minimum academic and workplace experience requirements at a level above the level of moderation.
  • Appropriate professional criteria will be drafted in the case of workplace assessment.
  • Mentorship: All junior and new members of staff are mentored by senior members as they work together in teams. All assessment done by external assessors is quality controlled by internal staff.

  • Minimum Masters Degree in the relevant functional area of knowledge.

    Career experience required:
