PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of the Higher Certificate in Project Management is to provide learners with sound fundamental competencies required to work on projects of varying sizes and complexity as part of a project team.
The qualification offers a combination of project management theory and practice. It is aimed at equipping individuals who work at the first-line management level within organisations planning to occupy junior or supervisory management level project management positions in organisations with the required knowledge and skills regarding project management, specifically, the intrinsic disciplines fundamental to project management (fundamentals, quality, resource management and risk), business management, communication, and financial management.

The qualification is directed at persons employed in organisations who have practical knowledge of aspects of project management and who may not have had the opportunity to pursue higher education qualifications. The qualification is of special interest to those who wish to pursue a career in Project Management and is designed to provide the learner with an introductory theoretical understanding and working application of the principles, competencies, and practical skills vital for the effective management of projects.

The qualification specifically contributes to regional and national goals by enabling capacity building and human resource development in the field of project management.
It also empowers learners with knowledge, skills, and competencies essential to function and engage in the processes and inter-relationships across projects and recognises and accommodates the career and economic needs of learners who are employed.
The qualification further aims to meet the needs of learners in different positions in both the private and government sectors.

Upon completion of the qualification, qualifying learners will be able to:
  • Understand the changing project management environment.
  • Improve their effectiveness within the project supply chain.
  • Manage and develop sustainable internal and external project stakeholder relationships.
  • Measure and improve project and project management performance.

    Rationale:
    According to the Project Management Institute (PMI, 2021), The latest PMI-commissioned talent gap analysis by Anderson Economic Group (AEG) points to outstanding opportunities in jobs and career growth for project managers within the 11 countries studied. Through 2027, the project management-oriented labour force in seven project-oriented sectors is expected to grow by 33 % or nearly 22 million new jobs.

    By 2027, employers will need nearly 88 million individuals in project management-oriented roles. China and India will represent over 75 % of the total project management-oriented employment." The report continues by noting that project managers are important contributors to productivity. Talent shortages in the profession can potentially create risks of nearly US$208 billion in GDP over the 10 years in the 11 countries examined.''

    With the aforementioned in mind, the institution believes that Project Management qualifications must be offered to its learner base from NQF Level 5 upwards.

    The Higher Certificate in Project Management will therefore provide a sound basis in the principles and practice of project management. The qualification is directed at persons employed in organisations who have practical knowledge of aspects of project management and who may not have had the opportunity to pursue higher education qualifications.

    The qualification may also be accessed by school leavers who intend to pursue careers in project management. The target groups for this qualification are people working within supervisory to junior project management positions within the various processes of project management, or those who are aspiring for such positions.

    This qualification has therefore been designed to address these demands as well as support the competencies required in the key areas of project management that have been identified within the following areas:
  • Fundamentals of Project Management.
  • Project Financial Management.
  • Project Scheduling and Resource Management.
  • Project Quality and Risk Management. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    The institution has an approved Recognition of Prior Learning (RPL) policy applicable to equivalent qualifications for admission into the qualification. RPL will be applied to accommodate applicants who qualify. RPL thus provides alternative access and admission to qualifications, as well as advancement within qualifications. The following RPL processes may be applied.

    RPL for access:
  • Learners who do not meet the minimum entrance requirements or the required qualification that is at the same NQF level as the qualification required for admission may be considered for admission through RPL.
  • To be considered for admission in the qualification based on RPL, applicants should provide evidence in the form of a portfolio that demonstrates that they have acquired the relevant knowledge, skills, and competencies through formal, non-formal and/or informal learning to cope with the qualification expectations.

    RPL for exemption of modules:
  • Learners may apply for RPL to be exempted from modules that form part of the qualification. For a learner to be exempted from a module, the learner needs to provide sufficient evidence in the form of a portfolio that demonstrates that competency was achieved for the learning outcomes that are equivalent to the learning outcomes of the module.

    RPL for credit:
  • Learners may also apply for RPL for credit for or towards the qualification, in which they must provide evidence in the form of a portfolio that demonstrates prior learning through formal, non-formal and/or informal learning to obtain credits towards the qualification.
  • Credit shall be appropriate to the context in which it is awarded and accepted.

    Entry Requirements:
    The minimum entry requirement for this qualification is:
  • National Senior Certificate, NQF level 4, granting access to Higher Certificate studies.
    Or
  • National Certificate (Vocational), NQF Level 4, granting access to Higher Certificate studies.
    Or
  • Senior Certificate, NQF Level 4 without endorsement.

    INTEGRATED ASSESSMENT
    The Higher Certificate in Project Management will follow the new assessment strategy for undergraduate qualifications. (Effective in 2022).
    The assessment for the modules consists of formative continuous assessments and a summative examination.

    Assignments for each module (formative) require learners to demonstrate specialist knowledge of the module content and the ability to evaluate, design and implement a strategy for the processing and management of information.

    Formative Assessment:
    Formative assessments can take the form of:

  • Case studies
    Formative assessments may also simulate Work-Directed Learning (WDL) through
    the use of projects, and the compilation of PoEs.
    Examples from the business environment add to the overall worth of the assignment and
    contribute to the final mark. All assignments aim to develop a "critical and reflective practitioner".

    Summative Assessment:
    Learners must have fulfilled the following requirements to be eligible to write the examination for a module:
  • Completed the compulsory assignment(s) for that module.
  • Obtained a sub-minimum of 30% for the assignment.
    Examination (summative) questions are based on two strategies:
  • Firstly, learners are required to critically evaluate concepts against the background of
    business practice.
  • Secondly, assessments should be in varied forms (class tests, portfolios, individual and group work etc.), and should take place over the course of the learning programme enabling the demonstration of the integration of knowledge, skills, and values.

    The final mark is computed as a weighted average of 40% of the assignment mark/s and 60% of the formal written examination.
    The final mark is computed by taking a weighted average of 40% of the formative assessment (Three (3) formative assessments) and 60% of the summative assessment.
    A learner is required to achieve a sub-minimum of 30% in the formative and 40% in the summative components. The learner must obtain an overall mark of 50% to successfully complete a module.
